Heel fixed. Short row heel.

Used a tip from NonaKnits where each st is wrapped. This is not using
the tight pair or yo yo method....looks like it. It's the same short cut
method with that one addition. You're only k2tog on dec instead of 3.
Kinda reminiscent of Cat Bordi's method...but not quite. Haha
